The earth completes one rotation in 24 hours. It means that 360 longitudes face mid-day sun one after the other in 24 hours. Thus 15 longitudes pass before the sun in one hour or 60 minutes. So, it takes 4 minutes for one longitude to cross before the sun. That is why, the time difference between each meridian of longitude is 4 minutes.
